You're right. Businesses that hire an SEO to improve their rankings are not utilizing a free service. By "free," I meant you do not have to pay to be listed organically in the search engines even if you hire an SEO to do that for you. It isn't advertising in the traditional sense. It's more like writing a book and having your local library order it to put it on their shelves - that's a free listing for your book.
