1. I would say for ease use a template to start. 
2. Then create valuable content.
3. Optimize your site.
4. Then create more valuable content.
5. Then go back to the design.
6. Then continue to create valuable content.

Optimizing I feel is a constant thing, so you always want to stay on top of it as well as the content. 

Just remember that the internet game is always evolving, so you and your site should too.</description>
