Yes, the basics of SEO (good content, targeting the right keywords and link building) works well for positioning your website in Bing just as it does in Google. One size does not fit all, but I always recommend that people also read and use the Bing Webmaster Central here:

Think of the phrases you want your website to come for on the search engines and make sure these are featured through the site, including it in the headers, a links etc. If your not shouting about what kind of service you provide then who is going to know?
