Thanks for reading and watching the Matt Cutts Video.  Just in case Matt does not respond to your question, I figured I would answer it for you.  The rule of thumb that I always recommend is where you and your company/site is located, that is where I would have my website hosted.  Not only from a customer support perspective, but also from a piece of my perspective :)  Since I am located and do business in the US, I personally would never even think of having my site hosted in the China, lets say...
