I built my new site to a PR4 with 115 links.
1 link on a PR3 page, 1 on a PR5, and 113 on PR0 pages with extremely relevant pages like this one.

I am certain Google has overhauled Page Rank.

PR used to be measured and transferred using a mathematical process.

The page rank of the linking page was used as the base and 85% of that, divided by the number of outbound links, was the PR the linked page received.

No more however.
PR seems to now be assigned by relevance.
