I&#039;ve heard recently that most of the spam is being human-entered to get around captcha&#039;s (but that&#039;s not what&#039;s triggering my spam filters...) And while their cost of living is much lower, what is their computer literacy and SEO knowledge? 

How about experience? While Russia, for instance, is known for coders who are incredibly efficient with their resources, they are also known for some of the largest organizations of black-hat hackers around. 

So - you get what you pay for. And let the buyer beware.]]></description>
