LJ, you are correct. On-page SEO is the foundation of a website’s success. Without it you’ll have a hard time making links work for you. The links are the icing on the cake, though I’ve seen websites in highly competitive markets rank at the top of the SERPs simply with excellent on-page SEO and no links.

I agree with LotusJump – you need a combination of on- and off- page factors depending on the marketplace (/competing pages) you are in. The most important arguably depends then on what you are most missing…

I agree that the on-page factors lay the foundation for great SEO, then the linkbuilding takes that foundation and builds a highly authoritative site out of it. Optimal SEO definitely involves both on- and off-page factors.
