You need a keyword research tool, but the search-based tool requires an existing website. If you are just starting out and don’t have a website then it won’t help you.

Google Webmaster Tools is very good, but again if you don’t have a website yet then you won’t have 20 top search phrases. Both of these tools are good add-on tools to have once you’ve started building your site and you understand the basics.

I’m curious why you didn’t mention Google’s search-based keyword tool.

Also, I would mention Google Webmaster Tools, which shows you the top-20 search phrases for which your site appears.

Using these two tools together can give you a good idea what keywords to target.
